Whats a slow blow fuse? Now that I have the P/S and flappy sound fixed I'm focusing on this issue.  Next will be the floorpans since the drivers side is pretty much rusted through. I got a little money I can throw at this but not a whole lot.

most electrical problems are from a bad ground, corroded connector or blown fuse (usually from the previous two problems or power surge).  Do you have the schematic?  Also, have you changesd any other electronics like the audio system or alternator?  First trace back to any thing that was changed before you had the problem.  If you put it something new and then had trouble, it may be a bad hookup.  If you don't have the schematic for your car, I could probably scan a copy for you and send it it by email or fax.

Note: the horn on early mustangs does wear out and takes a bit of work to remove the steeering wheel to replace the contacts.  Since it is on a relay with the raqdio, it is likely the problem.  Also, check the ACC ciruit on the key switch.  The key swithes are known to wear out as well and can be replaced while retaining your original key.   See if other accessory items work while it is in ACC position (counter clockwise) on the key switch.

only new thing that was put in electrically is the radio and that was in a long time before this issue (a year or more).  I dont have schematics no. I would not be surprised if the issue is a bad ground from the horn as that was the first thing to go and I know it needs to be replaced just didnt really want to deal with the replacement of contacts for now so I had a temporary button put in to pass inspection. Also the turn signal switch needs to be replaced it still works (with a new fuse in lol) but it doesnt lock in both positions or automatically unlock itself when the wheel is turned a certian degree either.

I can scan a copy the schematic and send it via PM email if you like.  The 65 and 66 dash schematic are slightly different due to the type of dash.  Some 65 "Falcon" dash have been schanged to the muli-metered 66 dash.   The diagrams for six and eight cyl. are the same, but niote that there are extra wires for accessories light dash lights, a/c. auto and tach in the harness so each color code wire needs to be traced and chacked as sometimes they get mixed up when working under the dash.  Since you don't have a/c the work is not too tough, just a good flash light, reading glasses if you need to check the color stripe on the wires and patience.  Good idea on the horn switch for temp useage as doing the contact replacement is time consuming.
